NCAA's Division I Council approved a proposal today that gives athletes more power regarding transferring.
College athletes will be allowed to transfer without the permission of the university or coach.

The change does not appear to affect current rules concerning the one year sit out requirement in those cases where it now is in force. Is this correct?

I believe that's right. Players just don't have to go beg their coaches to give them permission so they don't risk losing two years
