It appears the cheating with absentee ballots by a campaign aide Harris himself hired occurred in both the primary, where Harris defeated the sitting congressman based on absentee ballots, and in the election.

Now the NC GOP is floating the idea of a do over of the primary, so they can replace this guy with someone who won't get trounced by the Democratic candidate.
