If not, I wouldn't assume...I'm quite sure this isn't a new thing of any government rule, especially in Memphis.
I'd have to guess by your question, you haven't spent much time there...Could be wrong, but that's my educated guess.
Memphis has had it's problems for quite some time and that's decades, not years.
