Are robocalls free speech?

HOSPITALS are getting them, and they're worried about their lines being clogged with robocalls when people who actually need healthcare are called.

This seems like a situation where the free market doesn't offer a solution, since robocalling every number under the sun at random is now incredibly cheap to do, so lots of people are doing it.

Anybody against outlawing robocalls?

If you outlaw all robocalls you are not regulating the content of the speech, but it's manner. Don't think that would be a First Amendment issue
