Not that there's a "good time" to be a power conference left behind, but based on this (assuming accuracy) it appears the timing of the PAC collapse couldn't have come at a worse time for Cal.

Methinks (being a retired CPA), they mean "operating deficit" , not debt. They don't owe anything to anyone, they just spent more money than they took in.

Permitting state educational institutions to run up giant debts, exposing state treasuries and taxpayers to the risk of default, for things not even vaguely related to their educational mission, is unconscionable.

In response to above, it seems more likely to me they issued bonds to do things like giant stadium upgrades. Godzillatron's and giant tackle box stadiums have to be paid for somehow.facilities improvements, etc. Some or all may have athletic operating deficits as well.
