What this actually sounds like is the original 6 in the NHL. No draft - so Montreal and Toronto signed all the local kids who - surprise - were really good at hockey. No salary cap - so same because they could afford to pay more because hockey was more popular in those cities (not that the players were paid very well). And pretty ineffective league that was basically dominated by the Canadian teams anyway.
That resulted in Montreal, Toronto and to a lesser extent Detroit dominating the league and playoffs that nearly always had those 3 teams in it (out of 4 playoff spots). Chicago, Boston and NY really struggled.
Even Canadian hockey fans think the original 6 era sucked and constantly have debates about whether the records in that era should even count.
