Yes, paying back loans with interest is how it is supposed to work. You are conflating 2 distinct issues. Yes, he paid them back, but obtained them by fraud. maybe it different in FL but in Texas, the appraised value for property tax purposes is never set by the owner.. it is the appraisal distrct or the ARB or an appeals judge.

Bank appraisals and tax appraisals rarely line up.

If the tax appraisal was 200,000 and I sold my house for 300,000. I personally haven't wronged anybody. I did not set the tax appraisal value and the person who bought my house felt they got a fair price.

In my experience, lenders don't do their own appraisal in many cases. Many times lenders don't check a whole lot , particularly if you have prior relationships with them (Trump/Deuch bank) I'm in the multi family business (GP) and I have never had a lender do an appraisal . We are talking $30M-$60M transactions,

I handle projects up to $100 million and down to $10k. We always evaluate credit and confirm data.

And I have never known a bank that did not check and double-check every claim.

no they do not. they get a third party to appraise (CBRE, Cushman, JLL, etc).

i could be wrong here, but i think the issue is the value he reports on his balance sheet as an inflated attempt to look better from an underwriting standpoint. CRE lenders do not review those types of docs and then order an appraisal on every piece of RE on the balance sheet. They go by what is reported, and the reps and warranties section of every loan agreement will cover financial reporting fraud.
