I asked an attorney buddy to help me understand what this means. Here's his response:

These are just requests for pen register and trap and trace surveillance requests, not indictments. A journalist from Vice sued to get that information released to show how often the government seeks surveillance and how often the court allows it.

The same judge did the same thing in 2016:
