It's a farm system.

If a player at either school has a breakout season and outperforms their high school recruiting rankings, they can transfer to the mother ship.

Maybe they have plans to use this as a minor league feeder school.

Gotta think like a pro franchise and that system works for major league baseball.

Prairie view

But that to me is the same with other items.

Homes in good areas, beach houses, new Trucks, concerts, Disney trips

The costs keep exploding....and somehow people keep paying them.
