Nothing more fun than climbing up from the gutter and shocking the world.
Running "levels" with trips right (3 receivers) is designed to pull that coverage apart. The basic concept is that each receiver finds a different "level" down the field to attack. That forces the coverage to go with them. The defense can sort of pick the player that they'd like to double, but it can't be everybody (at least, if the players are properly spaced and the "levels" are properly run).

The play before, Baylor ran a more traditional type of level. The inside guy went short, the middle guy went, well, middle, and the traditional "X" outside guy attacked deep. The defense properly bracketed (one defender underneath, one over the top) the deep guy. RG3 threw short to his bailout. The defense conceded that pass, but likely was concerned about conceding another since it would mean reasonable FG range.

Except Baylor inverted it. Williams, from the inside, ran deep. The defense adjusted and tried to cover, but the guy who was supposed to bracket the deep guy attacked the outside receiver with his initial step. As a result, Williams was left one-on-one. With a receiver of his speed and skill, this is a "no win" for the defense. Williams bent his route inside to draw the coverage that direction, then stepped to the corner (with an acceptable level push to the defender). RG3 evaded the initial rush, had his head up the whole time, likely saw the bracket defender out of position (you can see him arrive late to get a front row seat to the TD), and threw the ball where TWill was likely to be, and also where no one else would get to it.

And yes, saving time on the clock for RG3 was the first, largest mistake. The rest was, as you said, inevitable.

Griffin's escapability and vision were excellent on that plan. Stepping up, then out to his left, then catching Williams sliding from inside to outside into that corner with a guy coming into his face, then making a long throw away from his body on a line like that. Just an incredible play. Watching live I thought he was going to make enough of it with his feet to get us into FG range, and I was not thrilled to see him pulling up to throw until I saw where the ball was headed.

That was targeting, without a doubt. It seems every time we play Texas, the officials make some blatantly false calls against us. 2019 is the only time in recent memory in which I cannot think of any.
