Don't disagree with you that the last two Republican presidents haven't seemed to care much about spending (though it pales in comparison to their Democrat counterparts). But I am not against trying to rein Biden's spending in, and really the only way they can do that is through threat of shutdown.

When there is a shutdown, let's say two weeks, most government employees don't work and don't get paid. Then when Congress finally agrees, they almost always include an item that allows all government employees to get all back pay even though they didn't work.

That's not true. I'll explain. There's multiple tiers of government employees. There's Air Traffic Controllers. They have to work. They get paid.

There's government employees (IRS, National Parks) they may or may not get back paid depending on legislation.

Then there's "contractors" and services (cleaning/cafeteria) and they get nothing. Often they're the least paid and most vulnerable.

FAA does more than controllers. But you are correct, controllers will stay on job. Was in a briefing today and FAA has most, at least in Transportation industry. USDOT has other funding for many.

The engineer that works on asphalt safety at Turner Fairbanks, the environmental scientist working on water safety in the Panhandle and their hourly-based Admin support is who will feel the pain. I have yet to see that theory play out in practice. It seems the connected powerful always figure how to get theirs and more.
