Even when he had full access to all of his brain cells he never was a smart guy and was once described by fellow dimcrat Ted Kennedy as the dumbest man in the Senate. His previous runs for POTUS before he was annointed in 2020 bordered on Kamala Harris level failures - which is one of multiple reasons I know he didn't get anywhere near 81 million legitimate votes during the last Presidential election cycle.
