It is the system. Start with the fact that out of the 435 House of Representatives seats, only about 12% (52 seats) are in competitive districts - the rest are gerrymandered to be either Democrat or Republican. As such, 88% of the House is elected not in the general, but in the primaries. The typical voter turnout in a primary is only about 10% of eligible voters. Heck, Texas just had record turnout for its primaries and that amounted to only 20% of eligible voters.

And you only need 50.1% of that 10% to win the primary (or 5.1% of all eligible voters).

And there you have it . . . 5.1% of eligible voters decided Omar was qualified.
