That we implement a licensing process for gun ownership and registration similar to driving and registering your car, where you have to take a written test and a test to show that you understand gun safety (similar to the driving test you take with a police officer), renew your license on a regular basis and register the firearm. Since the gun lobby so often compares guns and cars, they should have no objection.

Chicago has one of the highest rates of gun violence in the US.
Laws by themselves won't help with gun control. What else would you propose?
Easy to get illegal firearms in Illinois because they're near Indiana, which has lax gun laws.

You cannot legally buy a gun in Indiana unless you actually live in Indiana.
By the way, that's a federal law all states follow.

Are mentally incompetent.
