It is. In fact if every county in Texas that I-35 runs through taken as a whole was a seperate state, it would be considered a purple state. Clinton in fact carried it.

It is pretty much the standard in most large cities. You are either really wealthy (and often liberal) and can afford a big home on expensive real estate or lower income not being able to afford middle class suburbs. Millennials who live in downtown areas tend to be liberal too until they have to pay a lot in taxes.

The actual city of Dallas is. The surrounding suburbs that make up "Dallas" depends on which one.
Pretty much all major cities are blue, or are about to be. That's just how the demographics work.
