Will there be a lot of the alleged "blue blood" teams now with 7-9 wins or can they put enough trash on their schedules with pods or however to get them to generally have 10 wins and stuff the expanded playoff with highly ranked but more "mediocre" teams?

Does a conference of these enable them to all still pad their stats?

Georgia
Alabama
LSU
Oklahoma
Texas
And a couple others from year to year

Can they all consistently win 10+ when in the same
Mega conference?

It doesn't matter since a team can lose 3 regular season games and still have a fair shot at making the CFP once the CFP expands. Also, reports are coming out that a 9 game a conference schedule is losing support, and that will make it even easier - assuming 8 conference games get approved and assuming an undefeated out of conference record, this would mean that an SEC team would only need to win 5 conference games to have a reasonable shot at making the CFP.

Let's use a hypothetical OU conference schedule as an example to illustrate this in motion:

4-0 out of conference
@Texas
Texas A&M
@South Carolina
Missouri
@Ole Miss
Auburn
Kentucky
@Florida

OU only needs to win 5 of those to be in the mix for the CFP (and potentially the national title). This is where we are when the CFP expands.

Yep. Figured it's like the a&m approach where pretty much even for them they can never win less than 8 games (although this far that's proven a tough aggie hill to climb) etc

Then you get the hype of losing to "#8" or whatever and moving up and even at 9-3 you're "top 10" becauseā€¦.
