Taking advantage of one of the finest urban parks in America makes sense, but that development feels a little too dense for that neighborhood.

I lived off of Baker Lane in Cameron Park for 7 years. My wife and I loved it there. I always felt that the area being discussed was a great opportunity. But I'll admit that 150 homes/lots is more than I would have envisioned. But still, living in that area, with access to Cameron Park and the river, super close proximity to downtown Waco and to Baylor, but still with relative seclusion is the best of all worlds.
