Stores in the Austin area (including Georgetown) are supplied from the Austin area though many of the electronics are shipped from the DFW electronics center. Since Waco is 100 miles from the nearest supply center, i.e. DFW, and Belton/Temple is less 60 miles from the Austin supply center, I believe it's more likely one would see a new Costco in the Belton/Temple area before Waco.
Gotta wonder how Lafayette Louisiana got one before Waco...
