They don't. I looked into this about 10 years ago. I investigated opening a liquor store in the strip center in the Wal-Mart parking lot at Chapel and Hewitt Drive. I went to the TABC to get the paperwork. I studied the rules and laws with respect to distance away from schools. (The only issue might have been with the distance to the ACL Day Care just up the road on Chapel.)
IIFC, one had to get a petition signed with X number of signatures from residents in the area to even get it on the ballot. Then of course the vote. I believe that there were enough in the area that would have supported it (or least not opposed it.)
I spoke with a friend that owns Waco Bar Supply about the ideal and support. He was all for it, but he stated that the second the law passed, a large chain, like Twin Liquors, would come in a monopolize the area.
I sadly realized that my pockets were deep enough to battle with them. Needless to say, I still drive down Waco Drive or Bosque to buy my Crown.
