Nixon unsuccessfully tried to get dirt on democrats in order to get the IRS to pursue any crimes he found, Obama used Lois Lerner at the IRS to stymie almost 500 conservative groups from campaigning and fundraising during an election cycle without any crimes being alleged or investigated against them. By all accounts, Harris was already a Deputy District Attorney before she met Brown and at most, he appointed her to a couple of Commission posts, which may have been because she was dating him (lets, for the sake of argument, assume it was entirely because of that).

She stopped dating him in 1995, 3 years before she got promoted to Assistant District Attorny, her dating Brown for a couple of Years doesnt seem to have done that much for her career.

As to your other remarks, can i provide a specific example of those two specific situations? probably not (On the latter one, probably because no other ex-President was Stupid/Naive/Arrogant enough to take Classified Documents like that with him) that doesnt mean Republicans wont stoop to similar tricks though, you just have to lok at Nixon and Watergate to see that.
