Trump cleaned out his own appointees more than he cleaned out the swamp. Don't mistake campaign rhetoric for action or success. Trump made the swamp worse and is about to drown in the swamp.

How many cabinet members did he go through? Remember McMasters was disloyal. Mattis was not tough enough. Kelly was disloyal. Bolton, Rex, Priepus, etc...
Trump had a 92% turnover rate! Come on, at least be a little honest about Trump.
He had some bad hires, that's for sure. Most definitely trusted some of the wrong people. I would say that was his biggest failure as president, trusting the wrong people.
Also, it wouldn't surprise me if some folks got out (some early) because they thought he was going down over the fake collusion story. Also, with all the BS (faked evidence, lies, spying, etc...) coming from the democrats (and establishment Republicans) hell-bent on either 1) taking him down or 2) removing him or 3) getting him to quit... It's no surprise that people in DC, notoriously known for being self-serving little twats (hell, they'd sell out their own mother for a cushy gig), would jump ship thinking they don't want anything to blow back on them.
Hell, democrats were already talking impeachment before Trump was even inaugurated
I do agree that Trump's seemed to hire on name and GOP recommendation rather than get people that believed in his platform. For example, Bolton, Mattis and Tillerson.
Mattis is an honorable man, have great respect for him, but his believe in coalition war, the NATO post-WW2 model and the US's role as the leader in that model is not a fit for Trump. Mattis has been respectful and in my opinion he and McMasters handled leaving the best. I have a ton of respect for McMasters.
He needed more believers in his policies, even if not the big names, to be effective. Haley, Pompeo, Mnunchin, DeVry, etc. It is a double edge sword, as he had some really good policies. But, he also has some whacked out believes as well.
My biggest fear of a Trump 2, is that he will try to privatize Government, bringing back a spoils system. I fear he will take out his "deep state" paranoia on the working class Government workers who are professionals just trying to do their job.
