Ask a Jew. They have a long standing tradition of cultural Judaism. I have no idea how they measure but I'm sure they do in some way. It's discussed all the time.

I would wager the majority (51%) of Christians, certainly in the western world, are more culturally Christian than devout. People who identify as Christian but haven't stepped inside a church in a long time except maybe Easter or Christmas, if then.
