The cartels are engaged in asymmetric warfare against us. Trump is using a conventional military response because the cartels cannot respond in kind - we are choosing a battlefield where we will dominate them at will.

Their options are to escalate from asymmetric to unconventional warfare with terrorism and/or guerilla action(in the form of pseudo-insurgency by criminal gangs already inside the USA).....OR......to litigate. They will choose the latter first. Given what we've seen on illegal immigration from Obama/Biden appointed judges, they can expect early success at the district court level, and the cases will rise to SCOTUS as they involve balance of power questions, chiefly how much can the judiciary enjoin military operations abroad. There is not much precedent for that and they are virtually certain to lose, but it does typically take time (years) for the cases to matriculate up thru the system, at which time another administration will be in power, potentially one with other priorities.

Escalating to more direct conflict on the streets is quite risky for them as such will only drive up popular awareness of the issue and support for Trump's policies to deal with it. Such would also be premature, as they have not yet shaped the battlefield with infiltration of institutions to build ally-networks.

I don't think the article was suggesting direct French/Russian conflict was the scenario envisioned. Rather, it was that France would become the rear-area staging for any future conflict in Eastern Europe, to include medical services for wounded Nato soldiers. To the extent that the US is taking a half-step back from Nato (to allow Europe to take the primary burden of defending Europe & us playing a supporting role there in order to focus more on Asia), SOMEONE in Europe is going to end up being the new "big dog" on the ground. France is already moving to step into that role. Germany and UK might chose to compete. And don't count out the Poles. THEY are going to have the largest and best prepared army in Europe.

The context of all that is, European countries are clearly recognizing reality - if we do not collapse Russia in Ukraine, we are unlikely to escape Russian/Nato conflict in your/my lifetime.
