It's political theatre for the benefit of the SCOTUS ruling. Repubs remember all too well this court will search high and low to find something within the bounds of the law. If Congress says he has the power to tariff under Article II, it lends weight to the idea.

Johnson knows very well there is no such power. Tariffs a separate power explicitly set aside for Congress. Couldn't be any clearer.

I dont like the idea of kidnapping leaders we dont like. Hard to feel bad for dictators, but the Cold War legislation that allows the President to do this was setup for quick action during the Cold war. There is no such quick action needed.

If this is necessary, to invade Cuba, or just kidnap a few leaders, Congress should be in on it.

Unlike you, I have read the Constitution, and my first thought is always "wow, nice." Not "I wonder how we can scrap all this and have our dear leader assert all the power the country wields."
