I don't see how it can until the Strait gets resolved. There's also the fast rising debt and tariff issues. Current tariffs have been ruled against by the courts.

It was completely funded by friends, or at least going to be until an activist judge and a butt hurt bureaucracy got involved. Once stopped (cause the judge said it needed congress' approval), congress put together a 1 billion dollar boondoggle to enrich themselves for giving their approval. Now the needed ballroom will probably never be completed.
