Clinton got the debt down to 0 or near 0 depending on how you calculate it. You could have googled it but instead you posted ignorance. Not surprised.
Clinton is also the only president since WW2 to not be facing another super power. China wasn't to that point just yet. Hence he could seriously talk about a "peace dividend."

Major financial crisis like runaway inflation or failing banks - though the mortgage laws passed in 1995 greatly contributed to the 2008 crisis coming to roost.

9/11, 2008, and Covid have so much to do with our current debt issues, no one would be complimenting Clinton on national debt has his admin faced any one of these.
While the following admins did little to curb the debt following these disasters, I really can't be too easy on Clinton not getting the debt down with all of his advantages. He got set up well, rode the wave along with Congress, and set us up for later disasters.
