While I am against trans competing againt girls I think it should be left up to the state.

It is absolutely a states rights issue. That being said, it is within the rights of the federal government to use whatever legal means necessary to persuade the state to move in the desired direction.
In 84, the National Minimum Drinking Age Act cut federal highway spending by 10% in states that didn't move the drinking age to 21.
I'm sure there are hundreds of other examples. What I'm not sure about is what was done strictly at the will of the executive branch. The Minimum Drinking Age Act started in congress and was signed by Reagan.

While I'm against the entire chicks with dicks movement, I'd rather see Trump just kill the Dept of Ed and get the feds completely out of managing school districts that should be run at the local level. That includes school-sponsored athletics. There's no legitimate reason for something as simple as women competing against women and not men to be an issue at all. However, if we are going to have idiots who think it is somehow acceptable for males to compete in female sports, then it should be a federal issue.
