Any hint of Sharia Law or any other Militant Muslim behavior should result in immediate expulsion and no refund of the $5million. If you want to come to America, come on. But Militant Muslim b u l l s h I t will NOT be tolerated. This should be spelled out clearly on the front end.

Almost every 1st world country has similar programs.

Usually only towards residency.

In any case 5 million per valuable/ trained individual makes a hell of a lot more sense than zero charge for a poverty stricken potential criminal.

No idea. If there are no takers, there's always options to offer a different model. There are a lot of people in this world where 5 mil isn't that much money. Path to citizenship will be attractive to many.
Additionally, companies can sponsor so to speak. Again not all that much when you consider how much $$$ many executives make.

When China took over Hong Kong, rich Chinese, who could afford to, flocked to Canada. If you were in Africa or Asia, and rich, would you pay $5M to move to America?

My answer would be a definite no.

If over 65 the best deal was New Zealand for $700,000.
If under 65 ( and you were fluent in German ) Austria at $500,000.
If under 65 with $400,00 Portugal.
