And I would assume a large part of that non-Dutch population living there in 1990 was Jewish, German, Belgian, French, etc.
A lot of cultural solidarity, harsh social consequences to freeloading, and a general high trust society that assumed correctly that the vast majority would play by the rules, work hard, and not take advantage of the tax payer supported safety net.
