Trump informed Congress. Congress is going to pass a War Powers Act. This is not on Trump, he did what he was supposed to do.

As long as he follows the Constitution, works/respects with the other Branches of Government and the processes we have in place, he is POTUS and has the right to make these calls.

All internal security forces need to up their procedures. The whole thing HAS to work together to be effective. From the FBI (in charge of Domestic) to LEO (State and Local), to hospitals, infrastructure providers and other essential services.
