His major policy failure was not dealing with Al Qaeda firmly after the first bombing attempt in New York.

Clinton supported the investigation and they prosecuted those that did it. Then in 1998, Clinton used cruise missiles on Al Queda (Infinite Reach). Not exactly ignoring.
As for the other, nobody here said he was perfect. Nobody bats 1000, even Reagan had Iran-Contra and paid the Iranians. Overall, Clinton did a good job and left "W" with a good hand.
