When I was teenager, I was in the police department's explorer program. During my year, I can honestly say that all of the cops that I rode with did not treat anyone different based on their skin color, but rather how they acted and behaved.

I will say though, when they would be dealing with a senior citizen they weren't as "authoritative" than they were when dealing with teenagers - of any color.
