Reasons will vary.
It's for the same reason my black friend in Tenessee makes sure he walks through his neighborhood with his 3 yr old daughter or his wife, who is white. He avoids walking alone. Or going for a jog. At least when he first moved there. To not appear threatening in the neighborhood.
The people living in that neighborhood have judgements that vary. That is the reason.
Sounds to me like your friend needs to move and find another neighborhood. This is America. That's what I would do if I was scared of and did not like my neighbors.

My friend is racist, bc through his life experience he has a learned behavior to walk with someone (wife, daughter, dog) who makes him appear less threatening to ignorant people? Not that his neighbors are inherently bad people. They are likely conditioned, and unaware of their ignorance.

Your 'friend' judged other people by their skin color. If someone had gotten attacked by black people throughout their life and then treated all black people like criminals and thugs, instead of taking them on a case by case basis, you would rightly say that person was a racist for their "learned behavior" because of their "life experience". Now, because your imaginary friend is supposedly 'black', you say the EXACT same behavior is acceptable.
