The first step for any offensive coordinator is to figure out what their offense will be good at. Sound offense starts with a threat; without a threat, the defense can sit back and take things as they come. But good offenses create specific threats that cause the defense to proactively react, which thereby opens up another avenue of attack, which can domino down until the offense always has an advantageous matchup.
