No the PAC doesnt have a deal which is really the point. They have been negotiating for months and are under the gun for a deal. I suspect they aren't going to get a deal or not a deal they can realistically accept. It was the networks who reached out to the XII and said "hey do y'all want to go ahead and start talking about a new deal early?"
My point is that there is no reason to troll the PAC until their deal is done because we don't know what it will look like, as there could be surprises in the same way that the Big 12 deal was a surprise.
As I mentioned forever ago, the B1G leaving Oregon and Washington in the PAC was the worst case scenario for the Big 12 as doing so would leave the PAC as a viable conference (even if Stanford or CAL is more valuable to media partners) and thus impede the Big 12's efforts to raid teams from that league in order to form a league with a wider footprint.
