The problem has always been the schools. These schools like to keep the NCAA around as a punching back to blame for their issues, but the fact of the matter is these schools don't actually want oversight.
And we know that because the first thing any of them do when they get hit with sanctions or the threat of sanctions anymore is sue or threaten to sue.
The NCAA was made toothless and obsolete as much by the schools themselves as it was by the courts. If the schools really wanted enforceable rules, they'd have done what was necessary to make them a long damn time ago.
