Hew followed his orders and denied the Confederates the ability to wage war. He was no more brutal than any of the Generals of his day. He did not believe in half measures, but he didn't break his orders either.

Trump actually did fairly well with natural disaster type crisis, the pandemic was a never seen before thing and just about every country got it wrong.

Biden has done some things well but most of his crisis management policy has been suspect.
