There are a significant number of moderates in Congress. They are often called neoconservatives & other labels but they are more willing to compromise on core "conservative" values which is why they are often labeled RINO's. That's why the fascists so often get their way on major congressional votes while the GOP rarely does. There are other reasons, naturally, but this is a big part of it.
