he's got his finger right on the beating heart of the problem.

the arab world will not take Palestinian refugees partly because the Palestinians destabilize states every time they get a chance, and partly because they want the Palestinians to bear the pain of fighting/destabilizing Israel (rather than themselves, which would get them crossways with the USA).

Scattering Palestinian refugees all throughout the Arab world will minimize their ability to destabilize host states, and greatly ease the tensions on the Israel/Palestine question.

The last two queens of Jordan were Palestinian. There is no clearly defined difference between a Palestinian and a Jordanian. The Palestinians already have their own state = Jordan.
