As a technical matter you can be a State political elite and still be very much a DC outsider.

Heck you can even be a financial billionaire elite and be hated by the permanent bureaucracy in DC

Typically they are hated because they have no idea what they are talking about and just spouting changes, such as fire everyone with an odd number SS#. Or come in and make purely political decisions without any thoughts to what the purpose of the Agency is like Buttegeig did. And idiots listen. That is what drives the hate from the civil service. Not some ideology, you guys are driven by ideology not them.

As for Gaetz, Gaetz is an insider of the first order. His actions, partying and personality made him a pyriah, not his politics. He is more of a family insider than Haley! More like Bush, comes from family of NeoCons. But believe what you want.
