If the government is going to require some thing by law, they have to enforce it. It's ok if you dont want to require insurance for drivers, but makes no sense to have the government "require" insurance, then never enforce the requirement.
I believe this is a state thing. States have to have inspections, pull over uninspired cars, check insurance at inspection and also tag renewal.
