If you're going to cap interest then approvals for credit are just going to decline DRAMATICALLY and I promise you 100% that the uprising that will come will be about how racist it is that black people cant get credit cards.
You're also about to see a BUNCH of people watch their credit scores drop like a rock as lenders cut available credit to limit exposure. So if you had $10,000 available on a card and owe $1,000 you could easily see your credit limit cut to $2,000 and that affects credit usage.
It forces people to live within their means.

Except for the credit thing. If the companies cut available credit to even those that pay off the full balance each month that ARE living within their means and simply using cards to get points/rewards and their credit drops it can have negative impacts when they go buy new cars, houses, etc.
