Except for the credit thing. If the companies cut available credit to even those that pay off the full balance each month that ARE living within their means and simply using cards to get points/rewards and their credit drops it can have negative impacts when they go buy new cars, houses, etc.

It will have an impact for sure. I haven't had a cc balance in many years. I spend over $100,000 a year with Amex. Our business Amex is unlimited. While we don't use the other cards we have we need them as backup capital for the business. It would be a serious issue if those limits went away as some of our safety net would go away. In turn we would limit purchasing inventory and supplies.

We are one business. There are thousands.

That same thing would happen to most people on a personal spending level.

PCI compliance such as T&C, including interest rates, are required to meet SOX and JSOX standards. There are legal requirements that have to be met and it's an absolute nightmare to make changes to T&C. That doesn't happen overnight even if it's a minor change and every time it happens the consumer has to be notified.

One of the first steps would be printing (quite literally) millions of T&C changes and mailing them to consumers.

If the government is going to be running PCI compliance then they also have to spell out EXACTLY, to the letter, what T&C they would approve.

That would include things like default interest rates, what constitutes a payment period, how a year is defined (yeah, no, really…is a year 365 calendar days, from 1-1 through 12-31, from 1-1 to 1-1 etc), how much notice is required, which banks are required to comply (there are numerous privately held banks that issue credit and credit cards), does this only apply to credit cards - what about other forms of lending…

Which doesn't address the more pressing question of whether the government even has the legal right to cap interest rates on CCs.

I can tell you first hand that cc companies and banks don't make money on the customers at low interest rates or deferred payment terms. They make money on the customers at the 20%+ and they fund the perks for the customers at 10% with those profits. Leaving the perks aside it is entirely possible that capping interest at 10%, even for a year, could crash a bank.

Further, this is fundamentally no different than student loan forgiveness and there wasn't a Republican on this board that was for that.

No they won't because banks will cut available credit instantly. The likely outcome is that it will result in a constant cut back of the credit limits and much lower levels of spending. In the end if you're looking for economic growth this will not help that.
