Whether or not it is Government's fault or execution at the State level? Feds just set standards, they do not do the implementing on things like that. That is local.

IMO, the downfall of education I believe is tied to the same issue with the school lunches. You do not give kids choices, you set the curriculum and you pass through to the next or if you don't pass you get put on a different track. Math is math. Language is language. If you want to repeat a grade, I have no issues with it. But you get one more shot or you get put into the other track. That is the way it used to be in the US.
