While that could be the case, I actually believe that he intends to develop it as a joint venture between the US, Saudi, Qatar, Egypt, Jordan, and likely Israel. It will be an international destination. It's a very good solution that profits everyone in the middle east. And you can't repopulate it with the very same Israel hating Palestinian people who voted for Hamas anyway.
