As someone who has worked for companies tied to Gov't contracting proposal - my guess is these are contracts with opt out clauses. If you work with these contracts, they are easy pickings to cancel. My issue is the implication that they are criminal, wasteful or negligent. The contracts I have seen always have a need and purpose. Now, if it is a policy decision like the DEI or the a change in direction, that is part of the political world. You may not agree with the need, but the person that put it together did.
