It doesn't mean anything. It still has to go to the House and they will block it, but even if by some miracle it made it to Trump's desk, he'd just veto it. All it does is send a bad message and put a target on the 5 GOP Senators that sided with Dem's to pass it though Senate.

the Senate bill did not end the tariffs. it removed the statutory authority for a POTUS to make emergency declarations to impose them. which of course implicitly undercuts the position of everyone who says the tariffs are not legal. If they were illegal, why would the Senate bother to change the law?
And, notably, an amendment to a statute has to also pass the House (which is unlikely to bring it up for a vote) and then get signed by the POTUS, who will most certainly veto it.

BTW - Passage of the measure is a symbolic victory for critics of Trump's trade policies, but it will have little practical effect as Speaker Mike Johnson (R-La.) is unlikely to bring it up for a vote in the House and Trump is certain to veto anything that curtails his power.
the Senate bill did not end the tariffs. it removed the statutory authority for a POTUS to make emergency declarations to impose them. which of course implicitly undercuts the position of everyone who says the tariffs are not legal. If they were illegal, why would the Senate bother to change the law?
And, notably, an amendment to a statute has to also pass the House (which is unlikely to bring it up for a vote) and then get signed by the POTUS, who will most certainly veto it.
This Senate bill is symbolic at best. Will not pass in the House and if it did, would be vetoed by Trump. They basically are just sending a message. The good news is that the Supreme Court will rule on tariffs next week. I think they will shoot down Trump's tariffs, but will throw him a little olive branch and declare that any tariff revenue up to this point does not have to be returned. Somewhat of a compromise.

Create a market uproar on American farmers with tariff policy. Lose nearly an entire harvest season for them.
