We have not had much of a plan for transportation since Ike's national highway project. As for rail, every place that could make it work, already has some kind of rail system in place. The newer efforts have all failed, for reasons which include corruption and piss-poor planning. Here in Houston for example, there were serious plans discussed but abandoned mostly because the city council only cared about their personal gain. The eventual 'light rail' that got built cost a ton of money but did nothing to help traffic because of where the rail was built, and not built.

And between traffic accidents everyone saw coming and land erosion causing tracks to buckle, the cost continue to rise while providing no net benefit to the public.

And then there are the electric vehicles. Everyone expects government to build charging stations, which is utter bollocks. The auto industry did not need government to build gas stations, they developed to meet need and no one stressed out. Same for charging stations.

You want to drive an e-car? Then how you keep it charged is up to you, and not the government.
