It means they have no real evidence that will stand up in court. It is all supposition. If there was real evidence, they would have prosecuted.

Trump doesn't want to challenge the Pardon because he plans to use Pardons. Last thing he wants is the ability to go back and lift a Pardon. He wants the Pardon to be rock solid, especially closer we get to 2028
