This video also doesn't show the rioters throwing things at police. Law enforcement in the video is clearly labeled as either "Military Police" or "Secret Service." So while the park police may not have known about it, that is irrelevant. Again, this is the video of it happening. The police involved are MPs and secret service. As far as I can see the Park Police had nothing to do with it.
And yes, it may have been a last minute decision. But again-watch the video. Peaceful protesters are being disbursed by the state via force. That is wrong. Period. Full Stop.
The fact that looting and rioting is going on is awful and is a bigger concern than this. But stunts like this one only add to the problem. He didn't start the fire, but he is running around pouring gasoline on it.

There are some bad, evil people in the USA in any legal profession/vocation you want to name, but the vast majority clearly aren't and when that small minority of bad/evil people commit a crime or atrocity it's absurd to paint everyone (or even the majority) in that profession/vocation as being the equivalent thereof - especially including law enforcement.
